Lisa Duarte most recently served as Legislative Counsel for the Mayor of Chicago and the Chief of Staff to the Mayor’s Economic Council. As legislative counsel, Lisa served as a senior member on the Mayor’s Springfield legislative team. In this capacity, she reviewed all bills introduced before the state legislature, analyzed their potential impact on the City, and advocated for the City’s interests. Lisa’s legislative work included municipal pensions, gaming, rideshare, alcohol regulation, and administrative law. Lisa also collaborated with elected officials to address the City’s concerns and help craft legislation advancing the City’s legislative agenda. As Chief of Staff to the Mayor’s Economic Council, Lisa worked with public and private sector leaders to implement the Mayor’s economic agenda which focuses on job growth, neighborhood economic development, infrastructure, and fiscal stability. Prior to joining the Emanuel administration, Lisa practiced law at a boutique business-services firm where she represented clients in the areas of employment law, commercial litigation, construction law, and zoning and land use.
